Robert Brooks, Attorney
For almost thirty years I have been engaged in the practice of criminal trial and appellate law in state and federal courts. I have tried many major felony jury trials, and have appealed numerous cases, during my career. During that time I served as an assistant federal public defender for several years.
I am a graduate of the University of Memphis School of Law and the National Criminal Defense College Trial Practice Institute. I served on the Board of Directors of the Tennessee Association of Criminal Defense Lawyers for several years.
Joe Phelan, Paralegal
Joe is the research and writing paralegal for Robert Brooks Law. His responsibilities are assisting in reviewing cases for potential issues, and research and writing.
Joe is a graduate of The University of Mississippi at Oxford. He previously served as the pro se clerk for the United States District Court for the Western District of Tennessee, and worked for the Federal Public Defender for the Western District of Tennessee as a paralegal specializing in research and writing. He was named Outstanding Federal Defender Paralegal by the Association of Federal Defenders.
Clark Chapman, Investigator
Clark Chapman of Eyewitness Investigations is my investigator for post-conviction and habeas corpus cases. He is licensed by the State of Tennessee as a Private Investigator, and has been an investigator in Memphis for many years. He has worked on many high-profile criminal cases, and for some of the best criminal defense trial lawyers in Memphis.
